Dissidents from the FARC have deeply infiltrated Colombia's state security institutions, such as the Prosecutor's Office, the Army, the Police, and intelligence agencies. This is the conclusion of a journalistic investigation by Noticias Caracol, which gained access to information from computers, phones, and USB drives seized from the group's leaders on July 23, 2024. In one email, dated February 8, 2024, Alexander Díaz, alias Calarcá, commander of the Blocs and Fronts State Major Staff (EMBF), instructs one of his men to meet with a retired general identified as Juan Miguel Huertas. The official, who returned to active service and is now head of the Army's Personnel Command, proposed to the dissidents the creation of a front security company. This would allow them to move in armored vehicles and carry weapons legally. «The general says we set it up half and half, he gets the permits and we provide the guys and the weapons,» the letter states, so that if peace talks between the government and the EMBF fail, the dissidents can be left «with legal men». The official also offered them protection for their travels, stating that «his connection with the president (Gustavo Petro) allowed him to move them... with orders not to stop them anywhere.» The investigation also mentions the alleged ties between this official and Petro, noting that Huertas was welcomed by the president on his X account during his 2022 electoral campaign. On August 6, Petro reinstated Huertas to active service, appointing him head of the Army's Personnel Command. Another high-ranking official mentioned in the letter is Wilmar Mejía, a physical education teacher who became an important state intelligence agent due to his proximity to Petro. The investigation also reveals conversations between dissident leaders discussing alleged guerrilla support for Petro's 2022 presidential campaign, which was allegedly facilitated by current Colombian Vice President Francia Márquez. On March 20, 2024, Iván Mordisco had already stated that the EMC supported Petro's campaign after the president called him a «traqueto» (narcotrafficker) «dressed as a revolutionary».
